In kinematic viscosity, there is no force involved. Dynamic viscosity is used to calculate the rate of flow in liquid. It is defined as the ratio of shear stress to the shear strain of the motion. If we take a fluid like oil and place it between the two plates, where the bottom plate is fixed at one place and the top plate is moved with a constant velocity relative to the fixed place the resistance will be low and the oil will move easily.
